BREACHES OF THE RULES OF GOLF


Any club member who suspects that his playing partner has breached a Rule of Golf is under a duty to immediately bring the suspected breach to the notice of the member concerned and should give that member the opportunity to explain his actions.

The Rules of Golf are complex and members must be aware of the possibility that any breach could be committed accidentally or as a result of a member not being fully conversant with the rules and procedures governing a particular situation. Many such situations, committed in ignorance of the rules, can be rectified by the application of the correct penalty in accordance with the Rules of Golf.

However, if you (and your playing partners) are in doubt as to the proper procedure in any situation, you must invoke Rule 3-3 and complete the hole, without penalty, with two balls. You must then report the facts of the situation to the committee before returning your scorecard (the penalty for failing to do this is disqualification). In doubtful situations, your marker can refuse to countersign your scorecard if he believes that it does not accurately reflect your correct score (i.e. you have not applied the correct penalty).

All instances of breaches of the rules and the on-course decisions taken must be relayed to the committee immediately after conclusion of play.

THE COMMITTEE WILL NOT ENTERTAIN ANY RETROSPECTIVE COMPLAINT OR ALLEGATION OF A BREACH OF THE RULES UNLESS THE COMPLAINT OR ALLEGATION HAS BEEN RAISED WITH THE MEMBER CONCERNED AT THE TIME OF THE OCCURRENCE

 

 

PROCEDURE FOR WEEKEND TWO - DAY COMPETITIONS

1. Any member wishing to play in a competition must insert his name on the Draw Sheet for the relevant day by 9.30p.m. on the Friday preceding play (the Closing Date).

2. The entries on the weekly Draw Sheet will be verified at the Closing Date and entry to that competition will then be closed.

3. A member must not enter himself for a game on a different day from his official entry. This is to ensure that the maximum number of members have the opportunity to play on either day.

4. After the Closing Date, a member may take up an unused tee time on a different day from his official entry (e.g. for a ‘bounce’ game).

5. Any member who has not entered a competition by the Closing Date may take up an unused tee time. He will be ineligible for the competition and will play for handicap purposes only.

6. The Match Secretary will use any score returned by a member in terms of paragraph 5 to amend that member’s handicap.

7. Any member who has entered a competition by the Closing Date to play on a Saturday, and cannot play under competition conditions or as a result of closure of the course on that day, will be eligible to play on the Sunday.

8. Any member who has entered a competition by the Closing Date to play on a Saturday, and subsequently discovers after the Closing Date that he cannot play on the Saturday, will be ineligible to play on the following day.

9. Any member who has entered a competition by the Closing Date to play on a Sunday, and subsequently discovers after the Closing Date that he cannot play on the Sunday, will be ineligible to play on the Saturday.

10. Any member may make an alteration to his entry on the draw sheet for any competition at any time prior to the Closing Date.

11. All scorecards must be returned to the clubroom at Belleisle immediately after completion of play. Exception: A member may delay returning his scorecard if he needs to clarify his handicap with the Match Secretary. If this is the case, the member must contact the Match Secretary as soon as possible after completion of play. (01292-269309 or 07904-298188)

12. Each competition entrant must pay his sweep money on the day of play. Competition entrants who fail to play will still be liable for the sweep money.

13. There is no Closing Date for the Summer League and members can enter and play at any time up to and including the relevant Wednesday or Friday. Paragraphs 6, 11 & 12 above apply to the Summer League.

Player’s Responsibilities

If a player is a member of more than one golf club then he shall nominate one club as his home club, and shall inform all clubs of his membership of the other clubs.

The player’s home club will be responsible for maintaining his handicap.

A player’s handicap is affected by ALL qualifying scores returned by the player, whether at his home club or not.

It is the PLAYER’S responsibility to notify his home club of ALL scores returned away from home, failure to do so can lead to the suspension of the player’s handicap throughout the Congress of National Golf Unions, i.e. all of the UK.

It is the player’s responsibility in Ayr Seafield Golf Club to enter any away scores into the Away Scores book and notify the Match Secretary of the same.

If the player cannot comply with the above before playing again then he shall reduce his playing handicap by the following method before playing again.

He should work out his Nett Differential. This is his score minus the CSS of the competition.

Example
Player’s handicap is 11.2, he returns a score of 76 with a CSS of 72.
The Nett Differential is 76 – 72 = 4, this is 2 above his buffer zone, so he adds 0.1 to his handicap making it 11.3
Player’s handicap is 15.8, he returns a score of 69 with a CSS of 72.
The Nett Differential is 69 – 72 = -3, this is 3 below his buffer zone, so his handicap is reduced by 3 times 0.3 = 0.9 to 14.9. His playing handicap has been reduced from 16 to 15.

Failure to comply with the above can lead to disqualification, even after the competition has been closed because the player should have known about the reduction. (Decisions Rule 6 – 2b/2 )

NOTICE TO MEMBERS

SCORES RECORDED IN QUALIFYING COMPETITIONS AT OTHER COURSES


In terms of the Handicapping Rules, each golf club member must nominate a golf club to be his ‘Home’ Club for the purposes of monitoring his handicap. This is simply dealt with when you are a member of only one golf club.

It is each player’s responsibility to advise his ‘Home’ Club of any scores recorded at other golf courses when playing in ‘Qualifying Competitions’ i.e. an Open Competition at another club or regular competitions at or with another club if you are a member of that other club.

For the avoidance of doubt, informal matches between friends do not count and there is no need to advise the committee of any such returns.

‘Away’ scores must be notified by each player to the Match Secretary as soon as possible and you must not rely on an official at another club to do this for you.

FAILURE TO SUBMIT ANY SUCH SCORES TO YOUR ‘HOME’ CLUB COULD LEAD TO SUSPENSION OF YOUR HANDICAP, MEANING THAT YOU WOULD BE UNABLE TO TAKE PART IN ANY QUALIFYING COMPETITIONS AT ANY COURSE DURING THE PERIOD OF SUSPENSION.

YOU MUST NOTIFY RAY MURTON (MATCH SECRETARY) OF -

• your gross and nett score
• the applicable handicap
• any instances of a triple bogey (or worse) and the applicable stroke index
• the SSS (Standard Scratch Score)
• the CSS (Competition Scratch Score) if known (if you don’t know it, make the effort to find it out)

Alternatively, you could make matters easy by completing a ‘dummy’ scorecard showing your score at each hole and handicap etc and by returning that scorecard to Brian Worrall as soon as possible afterwards.

Your assistance in this will make our administrative job easier.
